Overview
We are seeking an Electrical Project Engineer to join AMIRAL Program.
The Amiral Program is a Joint Venture (JV) between Saudi Aramco and TOTAL, to build, own and operate a world class integrated petrochemical complex. It consists of a Mixed Feed Cracker with downstream petrochemical units, utilities and offsite facilities, located in Jubail Industrial City, Kingdom of Saudi Arabia, adjacent to the SATORP Refinery. The intent of the Program is to leverage synergies with existing SATORP Refinery, SADARA Complex and other neighboring facilities and proposing downstream derivatives units supported by industrial partners/investors.
As Electrical Project your primary role is to ensure that engineering design, procurement, construction and project completion is done in compliance with the project contract requirements, such as: project schedule, cost, HSE, company standards and procedures.
Key Responsibilities
As a successful candidate you will be required to perform the following:
• Formally designs or studies electrical modifications to oil & gas processing and handling facilities, residences and utilities.
• Execute capital projects according to the scope, schedule and budget.
• Preliminary engineering to detail designs to construction and the final safe turnover to proponent.
• Manage General Engineering Services (GES) design contractor activities during the development of project proposal, include definition of project work scope and schedule requirements. Development of detailed estimate leading to funding appropriation and approval.
• Development and preparation of contracting plan and strategy for solicitation, evaluation and award of contract for detail engineering, procurement and construction.
• Manage contractor preparation of detailed design drawings, material specifications and procurement, and/or construction bid packages.
• Prepare annual and long-range operating plans and objectives.
• Familiarity with international procedures of Projects Phases, Engineering Phases, Bidding procedure, Procurement Process, Construction Requirements and up to date Best Practices.
• Review and resolve day to day contractors’ claims and complaints related to assigned project (Electrical) work during construction and ensure HSE compliance.
• Fully understand contract documents (inclusive of appendices, drawings and specifications), project execution plan, interface management, change management, construction sequencing, standards specifications and project schedule to support project manager and/or company representative in timely completion of project.
• Performs change order estimating and assists the Project Manager or Company representative in change order negotiations.
• Project Reporting and implementation of company initiatives during project execution.
• Review weekly and monthly reports on the status and progress of the contracts, including project costs and potential changes.
• Provide routine electrical (design and construction) support to facilities such as substations, refinery process plants that include, but are not limited to, refining, Natural Gas Liquids (NGL) and utilities plants.
• Perform electrical system studies, such as: system transients, dynamic modeling and load flow and reliability calculations.
• Prepare electrical design packages and specify materials to add new equipment or modify existing systems.
• Develop and/or review operating and switching procedures for electrical equipment.
• Familiarity with leading equipment manufacturers/ Vendors.
• Familiarity with NEC, IEEE, IEC and other international electrical standards, CII best practices and value practices.
• Use of company systems and tools, such as: Sharek, CRM, SAP.
• Upholds engineering ethics and maintain high standards of professional behavior and conduct.
Minimum Requirements
As a successful candidate you will hold a:
- Bachelor’s degree in Electrical engineering from an accredited university.
- Minimum of 7 years of relevant experience in electrical engineering, specially within petrochemical, Oil and Gas industry.
- Strong understanding of power distribution system, motor control centers and hazardous area classifications.
- Experience with electrical system studies (Load flow, short circuit, arc flash).
- Experience with electrical design tools such as: ETAP, SKM, AutoCAD, or similar.
- Having a Professional engineering certification.
- Strong troubleshooting skills, safety focused mindset and ability to work in multidisciplinary teams.
- Experience in evaluating existing and new engineering design of substations, switchgear, transmission lines and MCCs 480V through 380 KV.
- Experience in applying and analyzing system simulation, and modeling of electrical distribution systems using computer software such as E-TAP and similar software.
