Overview

We are seeking an experienced Lead Cost Engineer to join our Project Management Team under Northern Area Oil Operations – Capital Program Management Division (NACPMD).

 

NACPMD is responsible and accountable for the best delivery in capital projects assigned to the division. NACPMD is directly involved in executing and managing assigned projects safely, on schedule, within budget, to the highest standards of integrity, compliance with procedures and standards. This involves Engineering Design, Procurement and Construction of various C1 type projects of Saudi Aramco.

 

The Lead Cost Engineer’s primary role is to provide cost analysis, controls and report activities for Capital Projects, with input and recommendations for cost engineering requirements relative to project controls,  cost management, forecast and budgets, ensuring cost reports to be accurate, well-maintained and updated on a regular monthly basis.

Key Responsibilities

You will be required to perform the following:

  • Provide cost analysis, controls and report activities for Capital projects.
  • Provide input and recommendations for cost engineering requirements relative to project controls, prepare and analyze comparisons of scope, quantities and cost data between the project forecasts and the budgets.
  • Organize, monitor and control project costs and will define project needs for cost control in accordance with contractual requirements, objectives, and Company procedures.
  • Ensure that all project commitments are accurately reported and maintain updated final project forecasts and expenditure forecasts.
  • Proactively advise management when forecasted costs are either overrun or underrun as compared to the approved budget.
  • Use statistical tools to analyze costs metrics and perform risk analysis.
  • Analyze contractors' cost reports and extract required data for management reporting.
  • Prepare and report cost engineering information on a monthly basis and additional ad-hoc reports as required by Management.
  • Provide all cost engineering expertise and coordinates activities as group leader as required in preparation of cost portion of the engineering, procurement and construction contracts.
  • Collect, monitor, analyze and report all cost information through the Project Manager.
  • Review and analyze all claims and Change Orders on project contracts.
  • Participate in the negotiation of project contracts as required.

Initiate appropriate action when total forecast indicates allocated funds will be exceeded

Minimum Requirements

As the successful candidate you will hold a Bachelor’s degree in Engineering, (other advanced professional engineering degree in related field is preferred) from a recognized and approved program.  

You will have a minimum of fifteen (15) years of professional cost engineering experience, effectively performing similar roles and responsibilities in managing project budgets, cost tracking, forecasting and financial reporting with a broad multi-discipline knowledge and experience of cost engineering for oil and gas projects.

  • Must have high experience MS Office and SAP to perform cost analysis.
  • Must be confident with cost engineering practices and principles.
  • You must Possess the required cost engineering skills, English proficiency and good knowledge in oil & gas industry.
  • Must be good presenter, high convincing ability, good technical report, excellent communication skills (written and spoken), and ability to mentor and teach.
  • Must have excellent experience in cost accounting, budgeting, forecasting, reporting, auditing, reconciliation and other project management related skills.
  • Must be well-informed of significant developments in cost engineering by close review of technical literature, contracts with contractors, visits to areas of construction, and attendance at professional technical meetings.
