Overview
We are seeking an experienced Project Engineer in Petrochemicals projects to join our Project Management team (PMT).
PMT are responsible & accountable for the delivery of best in class capital projects. PMT is directly involved in executing & managing assigned projects safely, on schedule, within budget & to the highest standards of integrity & compliance. This will involve engineering design, procurement & construction of various sizes ($), types & complexity of small, medium to multi-billion-dollar mega projects.
PMT manages & executes projects from multiple site offices or engineering contractor design offices, geographically scattered throughout Saudi Arabia.
The primary role is to execute & manage capital projects. Ensure that engineering design, procurement, construction & project completion is done in compliance with the project objective & contractual requirements i.e. project schedule, cost, HSE, company standards & procedures.
Key Responsibilities
You will be required to perform the following:
Execute capital projects according to scope, schedule & budget.
Develop & present reports on projects KPIs, parameters, & ad hoc assignments.
Leverage your expertise in petrochemical projects & provide appropriate actions for successful execution of projects.
Provide technical & project management oversight to design, construction, pre-commissioning, commissioning, startup of facilities, & close out of projects.
Ensure timely resolution of project issues arising in all phases of the project development.
Ensure safety measures are implemented in projects’ execution.
Implement company initiatives & business processes in projects.
Be fully familiar with company Key Performance Indices (KPIs) & achieve them for assigned projects.
Prepare/Review monthly project performance reports showing the status of design, material procurement, construction, milestones, commitments, payments, charges, variances from standards, waivers & problems & present them to management.
Anticipate & plan for changes in project scope, schedule or costs. Prepare documentation & obtain management approval.
Develop all types of estimates.
Develop different types of contracts for projects.
Execute full contract procurement cycle for projects.
Manage material procurement for projects
Develop all requirements of change orders in projects.
Oversee & review incoming & outgoing correspondence concerning projects assigned & prepare responses.
Ensure that proper job records are maintained on all assigned projects.
Negotiate agreements & change orders with design & execution contractors.
Master Saudi Aramco standards & assure that variances from standards are minimized.
Responsibility for project development: engineering studies, licensors selection, technical bid reviews, preliminary engineering, detail design, materials procurement, construction, pre-commissioning, handover, commissioning, startup, & close out.
Prepare weekly & monthly reports on the status & progress of the contracts, including project costs & schedule. Attend project meetings e.g. progress, stakeholders, design review, value improvement, etc.
Review of project schedule, coordinate & monitor the assigned project progress & challenge below par performance of the contractor.
Propose & capture optimization opportunities.
Implement engineering excellence in assigned projects.
Propose & implement innovative ideas to improve the business.
Minimum Requirements
As the successful candidate you will hold a Bachelors degree in Engineering from a recognized and approved program. An advanced degree is preferred.
You will have seven years’ experience in in the project management field related to refining & petrochemical industries with a specialty in Petrochemicals. Handling projects with values ranging from $100MM to $billion.
You must have Excellent English communication skills (verbal & written)
You must have Engineering Design, Construction, Pre-commissioning, Commissioning, & Startup phases experience with a thorough knowledge of engineering practices & economic principles in the applicable International Codes, Standards & Specifications.
You will have mastery understanding of international procedures of Projects Phases, Engineering Phases, Bidding procedures, Procurement Processes, Construction Requirements & up to date Best Practices. In addition, be familiar with Saudi Aramco procedures & standards.
You will have a mastery understanding of contract documents (inclusive of appendices, drawings & specifications), project execution plan, interface management, change management, construction sequencing, standards specifications & project schedule to support project manager &/or company representative in timely completion of projects.
An understanding of scheduling principles, recovery methods, cashflow distribution, resource planning & distribution is required.
