Overview
We are seeking a Refinery Process Engineer with safety experience in Natural Gas Liquids (NGL) fractionation, Liquified Petroleum Gas (LPG) export, and gas processing to join our Juaymah NGL Fractionation Department.
Juaymah NGL Fractionation Department supports and oversees process safety performances across our NGL fractionation facility.
Your primary role will be to provide process safety expertise to identify process safety hazards, assist with designing and implementing safety programs, and assessing the effectiveness of process safety management (PSM) systems at the facility. This will include field and technical advisory support, benchmarking, process safety knowledge management and the application of advanced safety methodologies to enhance operational integrity.
Key Responsibilities
As the successful candidate you will be required to perform the following:
• Advise operating sites in the management of process safety risks and hazards associated with the processes, equipment and day to day operations.
• Provide on-demand remote and/or field expert technical support on process safety related matters.
• Review key safety systems and recommend corrective actions.
• Support effective identification, assessment, and prioritization of risks and the tracking and completion of risk reduction activities in a timely manner.
• Provide technical support (and leadership if called upon) in incident investigations.
• Issue frequency-based process safety performance reports highlighting the KPIs, analysis, and performance improvement recommendations.
• Lead formal risk assessments / Process Hazard Analyses to identify and quantify risk associated with the operation of the facility / HAZOPs.
• Conduct process safety reviews, process safety-related studies/analyses, and support the development of related control measures for projects.
• Develop and maintain safety policy documents and procedures.
• Lead, analyze and monitor plant Management of Change (MOC) and conduct MOC audits.
• Conduct jobsite observation, field inspections to collect data for process safety analyses.
• Lead the risk register program of the department.
Minimum Requirements
- You must hold a Bachelor Degree in Chemical Engineering or related specialization. An advanced degree is preferred.
- You should have a minimum of 15 years total refinery, oil & gas, or petrochemical process units experience (process engineering and operations) with at least 10 years dedicated to process safety management.
- Certification such as the Certified Safety Professional (CSP), the Occupational Health and Safety Technologist (OHST), Associate Safety Professional (ASP) and NEBOSH process safety management is preferred.
- You must have hands on experience with hazard identification, risk analyses and assessment methodologies (e.g. Hazard Identification (HAZID), Inherent SHE Review, PHAs).
- Working knowledge of industry codes, standards and practices relevant to process design and safety (e.g. ASME, API, NFPA, ANSI, BS, ISO, IEC, ISA, IEEE etc.) and Recognized & Generally Accepted Good Engineering Practices (RAGAGEP) is essential.
- Strong analytical and troubleshooting skills in the field of process safety engineering is a must.
- You should be familiar with the development of process safety roadmaps and setting targets of safety key performance indicators.
- You should be able to demonstrate understanding and experiences with risk scenario development techniques, including assignment of probabilities and consequences.
- Working experience in design, commissioning, start-up of a refining or gas operating facility is also required.
- Knowledge in Design and review of fire protection systems and expertise for firefighting strategies/tactics is preferred.
