Overview

We are seeking a Senior Project Engineer to join WRM Capital Program Management Division.

 

WRM Capital Program Management Division responsible for providing Capital Planning and Project Control, Project Engineering Support, and Projects Execution with commitment to secure quality, schedule, cost and safety.

 

Your primary role is to provide technical leadership and project execution expertise in the delivery of capital, expansion, revamp, and major maintenance projects within a refinery or petrochemical facility. The Senior Project Engineer is responsible for ensuring that all technical, safety, schedule, quality, and cost objectives are met throughout the project lifecycle from concept through to commissioning and handover.

Key Responsibilities

As the successful candidate you will be required to perform the following:

  • Lead multidisciplinary engineering teams in the delivery of complex capital and brownfield projects, including scope definition, resource planning, and project execution.
  • Manage project scope, schedule, quality, cost, and risk, ensuring alignment with business objectives and stakeholder expectations.
  • Interface with EPC/EPCM contractors, procurement teams, and construction agencies, ensuring technical compliance, quality assurance, and safety standards are maintained.
  • Lead project governance, including participation in stage gate reviews, budget reviews, and technical assurance processes.
  • Lead and participate in FEED studies, including process descriptions, material balances, preliminary P&IDs, equipment lists, and design basis documents.
  • Conduct feasibility studies, evaluate alternative design concepts, and recommend technically sound and economically viable solutions.
  • Ensure that FEED outputs are clearly defined, and provide a solid foundation for detailed engineering and procurement.
  • Ensure alignment with international standards, Saudi Aramco specifications, and in-house engineering practices.
  • Participate in design reviews and interface with process, mechanical, electrical, Instrument & Control, and HSE disciplines to ensure integrated design solutions.
  • Provide technical support during construction, including resolution of field issues, coordination with contractors, and verification of design intent.
  • Participate in quality assurance activities, contractor performance reviews, and site inspections for progress, compliance, and safety.
  • Support test and pre-commissioning, commissioning, pre-startup safety reviews (PSSR), and start-up activities, ensuring systems are ready for safe and efficient operation.
  • Ensure compliance with environmental, health, and safety regulations, process safety management (PSM), loss prevention, and corporate governance standards.

Minimum Requirements

As the successful candidate you will have a: 

 

  • Bachelor’s degree in Engineering from a recognized and approved program. Master’s degree or professional certification is preferred.
  • 10+ years of progressive experience in project management within the oil and gas, refining, or petrochemical industry including 5+ years in construction, commissioning, and field execution of complex projects.
  • Extensive experience across all phases of the project lifecycle: FEED, detailed design, procurement, construction, commissioning, and operations.
  • Managed EPC/EPCM contractors, conducting technical reviews, and implementing project governance.
  • Demonstrate experience with project controls, risk management, and cost estimating is advantageous.
  • In-depth understanding of process engineering principles, project execution frameworks, and construction practices.
  • Strong knowledge of international codes and standards (API, ASME, ASTM, ISO) and Saudi Aramco engineering specifications (SAEP, SAES, SAMSS) is preferred.
  • Proficient in engineering software tools (e.g., Primavera, AutoCAD, P&ID tools, HYSYS, Aspen Plus, or similar simulation platforms).
  • Familiarity with digital engineering tools, 3D modeling, BIM, and data-centric project delivery methods is preferred.
