Overview
Engineering Services are seeking an Electrical Planning Engineer to join the Power & Utilities Facilities Planning Division (P&U FPD) of Facilities Planning. The Facilities Planning is responsible for providing development of Saudi Aramco Capital Program, long term plans that focus on value creation and optimal options for capital projects, as well as front-end planning. Power & Utilities Facilities Planning Division (P&U FPD) is responsible for planning and coordination Electrical power systems and Utilities for all Business Lines. Activities include developing Master Plans, Design Basis Scoping Papers (DBSPs), and conducting techno-economic studies. The Electrical Planning Engineer’s primary role is to develop and support Capital projects from feasibility assessment to commissioning and startup. This includes feasibility development, business case evaluation, master planning, alternative analysis, scope definition, and coordination with internal and external stakeholders to secure project funding, and support execution as needed. The specialist will develop a reliable, efficient, sustainable and low-carbon conventional and renewables power scope.
Key Responsibilities
Develop power systems Capital Projects from feasibility assessment to full funding, including studies, scope of work development, design basis scoping papers, economic justification and alternatives assessment, and value improvement.
Lead the Integrated Project Team (IPT) during the study and scoping phases of the project.
Develop the electrical systems scope for major crude, gas, and refining, and chemical programs.
Identify investment opportunities, develop alternatives, and recommend optimal solutions.
Conduct techno-economic studies to establish project business case and economic viability.
Develop feasible and optimized alternatives for electrical power systems associated with projects.
Review execution contractors for capital projects electrical engineering activities and provide guidance to carry out electrical activities such as power system studies, equipment specifications and selection.
Perform project specification review during the details engineering phase to ensure economic design and conformance with Design Basis Scoping Papers.
Develop executive level briefings, memos, presentations and documents on capital investment and other special study items to present findings to management and stakeholders
Mentor junior and intermediate electrical engineers.
Minimum Requirements
Bachelor's degree in Electrical engineering, Power or Electrical Machines Engineering. An advanced degree in relevant field from a reputable institution is highly preferred.
20 years of experience in electrical engineering, scope development, design, economic evaluation, commissioning & start-up for major international Energy Companies or Consulting/EPC firms specialized in power generation, T & D systems, oil and gas and petrochemical fields. This includes of at least 3 years in business case evaluation and assessment for various power systems, leadership of major engineering studies and design packages.
Participated in projects involving design and commissioning of HV equipment, GIS substations, power transformer systems, generation systems, renewable power systems, plant & utility electrical distribution systems and critical AC/DC systems.
Experienced in using power system analysis software ETAP , Thermoflow (or equivalent) thermal engineering software for Cogeneration plants.
Experienced in engineering practices, economic principles and sustainability.
Knowledge of IEC or U.S. Codes, Standards and Specifications.
PE / Professional Certification is an advantage.
Ability to integrate engineering, financial and business judgment in decision-making.
Strong stakeholder management and cross-functional coordination experience.
Excellent communication and technical presentation skills.
